Sir,
I am directed by the Secretary of State for the Colonies to inform you that, subject to your being passed by the medical adviser of this Department as physically fit for service, he proposes to select you for the medical appointment as Assistant Surgeon in the Dept. of Hongkong with salary at the rate of £450 a year rising by triennial increments to £520 a year. For the purposes of local payment, the salary will be converted into dollars at a rate of exchange which will be fixed and will be based on the average exchange value of the dollar during the preceding twelve months. You will also receive a rent allowance of £120 a year and a colonial allowance at $260 a year.
2. 4% of your salary will be deducted yearly as contribution to the pension fund of the Colony in respect of the pecuniary responsibility attaching to your office.
3. You are to understand that your employment will be under the Colonial Government; that your emoluments will be paid solely from the funds of the Colony, and that the appointment will be subject to the Colonial Regulations in force for the time being, which are published in the annual "Colonial Office List," and can also be consulted in this office.
The Regulations (Nos. 81 to 96) specify the proceedings which are taken in a Colony when it is deemed necessary to suspend an officer with a view to his removal from the service; but you must also understand that you will hold the appointment subject to the pleasure of the Crown, and that the pleasure of the Crown that you should no longer hold it may be signified through the Secretary of State, in which case no special formalities are required.
